Legislative – Joan Miller

The Legislative committee has been hard at work battling anti-breeder legislation around the country, including several hot spots in the NAR – most notably in New Jersey and Massachusetts.  They have developed a mission statement to fight the “guardian term being adopted by some anti-breeder groups.  That statement is:

“I OWN my cat.  The Cat Fanciers’ Association Inc. strongly supports caring and responsible pet ownership.  CFA upholds the traditional property rights of animal owners that provide the basis for their ability to make decisions about the animals’ well-being, including health, reproduction and transfer to a new owner.  Owned cats are family members.  As legal property, they cannot be taken away from us except by constitutional due process.  The term “Guardian” whether inserted into animal laws or in common usage, contradicts this critical protective and personal relationship.  CFA rejects the concept of animal “guardianship”, which can be challenged or revoked, because of the potential legal and social ramifications that would negatively impact veterinarians, animal rescuers, breeders and sellers of animals as well as pet owners”.

The Doris Day Animal League had appealed the previous decision by the courts regarding anti-breeder legislation.  Joan expects that the court will make it’s ruling by the end of October.    (Note – Their appeal was denied).

Winn Foundation

George Eigenhauser has been added to the Winn Foundation board, following the resignation of board member Gayle Hand. The Winn Foundation has realized $10,000 in profit from the sale of the CD on FIP.  The CD is available for sale on the CFA website.

CFA Marketing Committee

This new committee, headed by Eric Won, asked for $8000 to fund specific ventures in marketing CFA to the public.  After some discussion, the committee was given a budget of $3500, to be reviewed again at the February board meeting.

Judging Committee Report

Under “requirements  the JPC recommended  the requirement of applicants to have completed “error-free” assignments, replacing it with requiring only 3 Master Clerk or Assistant Master Clerk assignments.  In addition, the JPC recommended the addition of one “Official Clerking Assignment” requirement for 1st Specialty Trainees.  This must be done as a chief ring clerk, for an Approved All Breed judge who is judging an All Breed or Double Specialty.  The clerking evaluation form for this assignment would be completed by the judge and forwarded to the JPC Trainee Administrator to become a permanent part of the file.      Passed

The committee recommended the elimination of the mandatory year off for members of the committee.     Passed

Spotlight Award

A new award called the “Spotlight Award” will be awarded to a person in CFA.  Each region will name their “Fancier of the Year”, based on each region’s individual criteria.

From the eight people selected from each region, the 8 Regional Directors will select a national winner, to be presented at the annual.  The winner cannot be a former judge or board member.

(Note – this Region already has the Connaughton-Dunstan award, which is given to such a fancier).  Past winners include Laina Aitken, Dr. Hardy (who developed the original FeLv test), Joan O’Hara and others.  The winner of that award in this region would be the person nominated for the national award).

International Show

This show will be held in Houston this year and again in 2004.  2005 and beyond is still undecided.  A number of sites had been explored for 2005, including Columbus, OH, Orlando, FL, Salt Lake City, UT, and Columbus, OH.  Allen Tartaglia and Debbie Kusy had also gone to see the Philadelphia Convention Center, in center city Philadelphia.

The committee recommended that we go to Philly in 2005 and 2006, in 2005 we would have one of the upstairs halls “Hall A” at a cost of $24,300 (half of the original quote).  In 2006 that hall was not available but “Hall D” was – at a cost of $17,.800.  Two hotels, the Marriott (across the street and connected by a walkway), and the Loews hotel, catty-corner across the street, had both offered a $99 room rate, the same that we are getting at the Doubletree in Houston this year.  Reading Terminal Market is directly across the street.

The board discussed this and recommended that the committee also look at Ontario, CA and even at returning to Houston again in 2005.  This will be discussed again at the February board meeting and the clubs in the NAR, Gulf Shore Region and Region 5 will be polled on their feelings about having the show in their region.

CATS

The “Cats Ancestry Tracking Service” proposal was presented by Pam Delabar.  Basically this is a pedigree tracking service that will be offered as a way to track cats that are not currently eligible for registration by CFA’s rules.    Those who are interested can see the full text of the proposal by clicking here.

Show Rules

The tranfer to Grand proposal from the June annual was passed by the board.  Effective May 1, 2004 if your cat grands on Saturday, you can transfer it to a Grand Champion or Grand Premier on Sunday.

Amendment to 19.01h – now reads – Specific climate control facilities that will and will not be provided at the show hall (e.g. heat, fans, AC, etc), MUST be stated.  The term “climate-controlled” or “other Climate-controlled system is NOT to be used as it is confusing and non specific.  Effective 5/1/04

Amend SR 12.7b – A two day show, which permits up to eight judgings per entry over the two days of the show and a maximum five times per day for eight ring shows judging for eight ring shows    etc.   (In other words, cats may be judged 5 times per day at 8-ring shows, effective 5/1/04)

There are others, these are the major changes.

Publications Committee

Mark Hannon, chair of this committee presented a number of proposed changes to the CFA Almanac and Yearbook.  They are far too extensive to list here, but please go to

www.geocities.com/cfa_publications/report_10_03.htm

for a text of his report.  The report in it’s entirely was approved by the board.

Again, this is from my personal notes and is by no means official.
